    From the starting point, you need to be aware of the kind of user interface your website will have. You can look at countless templates or draw your own rough design to get an idea. If you want to design website like PayPal, then the first thing you should do is look at existing frameworks. If you do not find anything you like, designing such a website from the scratch is not that difficult but it needs to be approached properly.
